All staff need to be able to see the Head Count for the whole school, not just admin.
1. In an emergency, all staff need access to the Head Count. It is a safety issue that this is not the default.
2. After school program staff need to be able to see who is present in school without redundant admin actions of marking attendance in multiple classrooms for the same child.
